Drilled and slotted brake rotors on a corvette?

fans are on all the time. it had front end damage from previous accident, and some HACK used wire harness from a 1984 Corvette. How can I get the ECM to turn the fan on and off when it is supposed to? New ECM. New relays. New coolant sensors, new oxygen sensor. By the way, where is the fan bypass switch located on the car?
